Evaluation Design: Integrated Population and Coastal Resource Management (IPOPCORM) Initiative

PATH Foundation Philippines Inc. (PFPI) views population management as an important element of the “best management practices” for coastal resource management (CRM). This hypothesis gave birth to the Integrated Population and Coastal Resource Management (IPOPCORM) initiative, which asserts that targeting the integration of the Eco-Social System is the “optimum approach to obtain synergies that will maximize their impact.”
The Evaluation Plan set out in this document is used to test this hypothesis by evaluating the integrated population and CRM approach, the impact and the process of the IPOPCORM project. The integration of population and CRM was measured through sector specific indicators, and results found that quality of life was better among communities where the environment was in an improved state. Indicators show positive changes that support the IPOPCORM hypothesis.
